You can create this yellow magmammoth mount by combining 20 Charred Elemental Remains. These drop from two sources:

The Flame Lieutenant final boss from a Dreamsurge portal event. Dreamsurge portals occur every 30 minutes in the current Dragon Isles Dreamsurge zone. Your Dragon Isles continent map displays a blue-green icon over the current Dreamsurge zone, and hovering your mouse over the same icon on the zone map will show you the time remaining until the next portal. When it's up, the location of the portal is marked on the zone map by a flame icon.
NPCs that spawn from Waking Dream portals that can be found sporadically in the current Dreamsurge zone. These fiery portals occur sporadically around the zone and can be difficult to find, though their red-orange colour makes them stand out.
