There's a chance for Ral'kala to drop this mount during Prey Hunts on the Coiled Isle, but this new boss must first be unlocked through a Prey questline added in Patch 12.1. See Wowhead's article for more information.

Ground (+60% or +100% speed)
Flying (+150%, +280% or +310% speed)

Speed depends on your riding skill.
