You can purchase this mount after earning Void Response Team which is a meta-achievement for completing Void Strikes and Incursions in Eversong Woods and Zul'Aman, added in Patch 12.0.5.

Ground (+60% or +100% speed)
Flying (+150%, +280% or +310% speed)
