From its database info, it appears that players have a small chance of obtaining this mount from a Supplies of the Archivist's Codex emissary chest, which is a 'Paragon'-level reputation reward chest. It is therefore likely that the method to obtain it will be to reach Tier 6 (maximum) reputation ranking with the Archivist's Codex faction, and then continue performing daily acitvities for them until you've earned enough reputation to be gifted another chest. Since the Archivist's Codex doesn't use the regular "Exalted" reputation scheme, we're unsure how much reputation will be required at this stage.
